"No Service", cannot turn on mobile power

I have an XZ2 Compact, running latest build available from Sony (Android 10).

My symptoms are pretty much same as [this post](https://www.reddit.com/r/SonyXperia/comments/a1tym6/cellular_radio_power_will_not_turn_on_x_compact/).

Background
I am changing my phone carrier. In the morning I wake up and noticed that a notification that says, "SIM card not provisioned". So I put in my new SIM card, and then the problem appeared.
